Singapore’s Personal Effects Relief scheme grants GST (9%) exemption on used household goods and personal effects for individuals transferring their residence to Singapore. To qualify: your goods must be your own personal effects and household goods (not for commercial use or resale), they must have been owned and used by you before the move, and you must be transferring your residence to Singapore on an Employment Pass, S Pass, Dependant’s Pass, or as a Permanent Resident. New or unused goods attract GST (9%) regardless of your employment status.

Singapore Customs requires: a completed personal effects declaration, a detailed itemised packing list (quantity, description, and estimated value per item), passport copy, employment or residency pass documentation, proof of former overseas residence (UAE residence visa or employer letter), and the Bill of Lading. Singapore’s documentation requirements are less complex than most European destinations — with correctly prepared documents, FCL clearance is typically within 24–48 hours.

Singapore has some of the world’s strictest prohibited items laws. Key prohibitions include: controlled drugs of any kind (trafficking carries mandatory minimum sentences including the death penalty — no exceptions), chewing gum except dental or nicotine gum with a prescription, unregistered pharmaceuticals and health supplements, certain publications and media, firecrackers, CITES-regulated wildlife products, and seditious material. Several items that are entirely legal in the UAE are prohibited in Singapore. Fusion screens every inventory against Singapore Customs guidelines before packing begins.

Singapore’s HDB estates and private condominiums have dedicated goods lifts separate from passenger lifts. These must be pre-booked with the building’s management office — typically at least 3–7 days in advance. Most buildings also restrict move-in to Monday–Saturday daytime hours, require a refundable indent (damage deposit) from the moving company, and require furniture pads in the lift and lobby. Yes, but Singapore has strict pet import requirements. Dogs from the UAE (a Category C country) require: a NParks/AVS import permit, microchipping, rabies vaccination, a blood titre test at an AVS-approved laboratory, internal and external parasite treatment, and a health certificate from an officially authorised UAE government veterinarian. Dogs must complete 10 days of post-arrival quarantine at an AVS-approved facility. Cats have separate requirements. The process takes a minimum of 4–6 months from starting the titre test cycle. Your goods are held at a secure, climate-controlled facility — important given Singapore’s humidity — and re-delivered when your property is ready.
