What is transfer-of-residence?
ToR is the destination customs relief that lets you bring your used household goods into Singapore without paying 20% import VAT or duty — worth thousands on a typical shipment. It has to be applied for correctly and approved before your goods arrive. We handle the whole application as standard on every Singapore move.
You qualify if
- You're transferring your normal residence to Singapore
- You've lived outside Singapore for 12+ continuous months
- Your goods were owned & used for 6+ months
- Your relief application is approved before the goods arrive
Timing matters most
Your relief application must be approved before the vessel docks — destination customs takes Transit time confirmed with your quote. Arrive without a reference number and full VAT and duty are assessed. We track the vessel and time the submission so approval is ready at port.
ToR does not cover
- Motor vehicles — separate import process
- New or unused goods bought for the move
- Alcohol & tobacco products
- Commercial goods or business assets

Importing Household Goods to Singapore — GST-Free for Qualifying Residents
Singapore’s customs regime for household goods is administered by Singapore Customs. The Personal Effects Relief scheme grants GST (9%) exemption on used household goods for qualifying individuals transferring their residence to Singapore. Singapore’s process is among the most straightforward of any destination we serve — but it must be correctly documented to avoid GST assessment on arrival.

Personal Effects Relief — GST Exemption for Household Goods
Under Singapore Customs guidelines, individuals transferring their residence to Singapore may import their used personal effects and household goods free of GST (currently 9%) under the Personal Effects Relief scheme. Customs duty is not levied on household goods in Singapore.


Qualifying and paperwork
Eligibility Requirements
- You must be transferring your permanent or long-term residence to Singapore
- Goods must be your own personal effects and household goods — not for commercial use or resale
- Goods must have been owned and used by you — new or unused goods do not qualify and attract GST (9%)
- The relief applies to goods imported within a reasonable period of your arrival in Singapore
Required Documentation
- Completed Singapore Customs personal effects declaration
- Detailed itemised packing list — quantity, description, and estimated value per item
- Passport copy
- Employment pass, S Pass, Dependant’s Pass, or Permanent Residence documentation
- Proof of former overseas residence — UAE residence visa, employer letter
- Bill of Lading or Air Waybill

Controlled & Prohibited Items — Singapore is Strict
Singapore has some of the strictest laws in the world on certain categories of goods. Items that are legal in the UAE may be prohibited or heavily restricted in Singapore. Chewing gum (except dental/nicotine gum with prescription), certain publications, unregistered pharmaceuticals and health supplements, and items deemed to incite racial or religious hatred are prohibited. Drug-related offences carry mandatory minimum sentences including the death penalty — controlled substances of any quantity must never be included in any shipment to Singapore.

Vehicles and pets
Vehicles — Certificate of Entitlement (COE) Required
Importing a private vehicle into Singapore requires a Certificate of Entitlement (COE) — a quota licence issued by LTA (Land Transport Authority) through a bidding process. COE prices fluctuate significantly and can exceed SGD 100,000 for certain categories. Additional Registration Fee (ARF) and Excise Duty also apply. Pets to Singapore
Dogs and cats entering Singapore from the UAE must comply with NParks (AVS) import requirements. The UAE is a Category C country for dog imports, requiring: NParks import permit, microchipping, rabies vaccination, blood titre test at an AVS-approved laboratory, internal and external parasite treatment, and a health certificate from a UAE government-approved veterinarian. Dogs must complete 10 days of post-arrival quarantine at an AVS-approved facility. Cats have separate requirements. The process takes a minimum of 4–6 months. See our Pet Relocation page
HDB & Condo Move-In Rules
Singapore high-rise deliveries require:
- Goods lift booking — separate from passenger lifts, must be pre-booked with building management
- Move-in window — most condos restrict moves to Mon–Sat daytime hours
- Indent (deposit) — many buildings require a refundable damage deposit from the mover
- Furniture protection — lift interiors and lobby surfaces must be padded
