What Moving from Dubai to Norway Involves
Norway is one of the most sought-after destinations for UAE-based professionals relocating within the oil & gas, maritime, or technology sectors. The Oslo, Bergen, Stavanger, and Trondheim corridors attract senior executives and specialists moving for Norwegian employers — as well as returning Norwegian nationals who have spent years working in the Gulf.
Norway is not an EU member state. This is one of the most important distinctions for a Dubai to Norway move: Norway is a member of the European Economic Area (EEA) but operates its own customs regime under the Norwegian Customs Authority (Tolletaten). Household goods enter Norway under Toll 03-1 — the Norwegian moving goods declaration — rather than under EU Regulation 1186/2009. The exemption from Norwegian VAT (25%) and customs duty on used personal effects is available but must be applied for correctly through the Norwegian process.
Stavanger — Norway’s oil capital — is one of our most active Norwegian delivery points, with a large expatriate community from the UAE and Gulf region. Oslo’s distinctive combination of urban apartments and suburban villas, Bergen’s narrow fjordside access, and the extreme conditions of northern Norway all require route-specific delivery planning that Fusion’s Norwegian partner teams are experienced in managing.

Sea Freight to Oslo or Bergen
Jebel Ali to Oslo (Drammen port) or Bergen. Norway’s western fjord coast makes Bergen a viable direct port for western Norway destinations. Air freight via Oslo Gardermoen is available for urgent shipments.
Toll 03-1 — Norwegian Customs Form
Norway is not in the EU. Household goods clear through Norwegian Tolletaten using form Toll 03-1, not the EU Regulation 1186/2009 process. Fusion prepares this as standard on every Dubai to Norway move.
Oslo, Bergen, Stavanger & Nationwide
Oslo (all districts), Bergen (including fjordside access), Stavanger (oil sector expatriate community), Trondheim, Tromsø, and all Norwegian counties — including delivery to northern Norway above the Arctic Circle.
Oil Sector Expertise — Stavanger
Stavanger is Norway’s oil capital with a large UAE and Gulf expatriate community. Fusion has direct experience managing moves for oil & gas professionals relocating between Dubai and the Stavanger energy corridor.

Registration & Paperwork, Vehicles & Pets — Moving to Norway
Folkeregisteret — Norwegian Population Register
All new residents in Norway must register with the Folkeregisteret (Norwegian National Population Register) administered by Skatteetaten (the Norwegian Tax Administration). Registration provides your Norwegian national identity number (fødselsnummer) — required for opening a Norwegian bank account, registering with a GP (fastlege), obtaining a Norwegian driving licence, and accessing public services. Your D-number (a temporary identification for foreign nationals) is issued first, with fødselsnummer following. Fusion briefs every client on the registration sequence before they leave Dubai.
Vehicles to Norway
Fusion ships cars and motorcycles from Dubai to Norway by RoRo where the route offers it, or in a container, on their own or with your household goods, and handles the UAE side — export clearance, RTA deregistration and the export certificate. Import duty, tax and registration in Norway depend on the vehicle and your circumstances, so we check the current rules for your car at survey, before you commit to shipping it. See our Automobile Relocation page.
Pets to Norway
Norway is part of the EEA but not the EU. Dogs and cats entering from the UAE must comply with Norwegian Food Safety Authority (Mattilsynet) requirements: ISO microchip, valid rabies vaccination, a blood titre test at an approved laboratory, and a health certificate. The titre test must be performed at least 30 days after vaccination and results must meet EU standards even though Norway is not an EU member. Fusion advises at survey stage — see our Pet Relocation page

How a Dubai to Norway Move Works
Your Move, Step by Step
Every Dubai to Norway move is managed end-to-end under a single contract — one coordinator, from your Dubai doorstep to your Norway address.
Free Pre-Move Survey
A Fusion surveyor visits your Dubai home or conducts a video survey to assess your volume, identify restricted items, and advise on the best shipping method. For Stavanger oil sector moves, any specific employer relocation policy requirements are discussed at this stage. We also confirm your planned Norwegian arrival date and address for Toll 03-1 documentation.
Toll 03-1 Documentation Prepared
Fusion prepares the Norwegian Customs Toll 03-1 moving goods declaration and the itemised inventory. Your UAE residence documentation, employer letter, and new Norwegian address details are assembled into the evidence file. We advise on your D-number / fødselsnummer status, as this is required for Norwegian Customs processing.
Professional Packing
Our trained crew pack your household using professional-grade materials. Every item is logged with description and estimated value for the Norwegian Customs inventory.
UAE Export Clearance
UAE export declaration, packing list, commercial invoice, and Bill of Lading are managed. Your container is sealed and transported to Jebel Ali Port, naming Oslo (Drammen) or Bergen as the Norwegian arrival port based on your delivery destination.
Ocean Freight to Oslo or Bergen
Your container departs Jebel Ali on the selected sailing. Oslo (Drammen port) handles the majority of Norwegian container traffic; Bergen is the most efficient entry point for western Norway destinations including Stavanger.
Norwegian Customs Clearance (Tolletaten)
Our Norwegian partner agent submits the Toll 03-1 declaration to Tolletaten. Clearance typically takes 2–4 working days with correctly prepared documentation. Any Tolletaten queries are managed by our agent on your behalf.
Road Freight to Your Norwegian Destination
From Oslo or Bergen, your goods are transported by road. Oslo city deliveries are same day or next day. Stavanger is approximately 3–4 hours from Bergen. Trondheim is approximately 7 hours from Oslo. Northern Norway (Tromsø and above) requires additional transit time and we plan this at survey stage.
Door-to-Door Delivery
Delivered by our Norwegian partner team. Unpacking, furniture placement, and debris removal on request. Storage through our Norwegian partner network is available if your property is not immediately ready.

Why Choose Fusion for Dubai to Norway
Toll 03-1. Stavanger Expertise. EV Import Honesty.
Norway’s non-EU customs regime, the Stavanger oil sector logistics, the EV import calculation, the Folkeregisteret D-number sequence — every element that distinguishes a Dubai to Norway move from a standard European move, Fusion manages as standard.
Stavanger & Oil Sector Experience
Norway’s oil capital has a large UAE and Gulf expatriate community. Fusion has direct experience managing moves for oil & gas professionals between Dubai and the Stavanger energy corridor — including employer-managed relocation packages.
Toll 03-1 — Norwegian Non-EU Customs
Norway is not in the EU. Fusion prepares the correct Norwegian Toll 03-1 declaration — not an EU customs form. Many generalist movers misapply EU documentation to Norwegian moves, causing customs delays and potential duty assessments.
Vehicle Import — Honest Advice
Electric or not, whether importing your UAE car to Norway makes financial sense depends on the vehicle and Norway’s current rules — Fusion checks them at survey, before you commit to shipping it.
Folkeregisteret & D-number Briefing
Your Norwegian D-number (temporary ID for foreign nationals) is needed for customs processing before your permanent fødselsnummer is issued. Fusion briefs every client on the D-number and Folkeregisteret registration sequence before they leave Dubai.
Northern Norway & Arctic Delivery
Tromsø and provinces above the Arctic Circle require specific logistics planning for winter deliveries. Fusion’s Norwegian partner network covers the full country, including northern Norway’s extreme seasonal conditions.

Dubai to Norway — Frequently Asked Questions
Everything You Need to Know Before You Move
For personalised advice, or.
How long does it take to move from Dubai to Norway?
Ocean freight runs from Jebel Ali to Oslo (Drammen) or Bergen; typical sea transit times are on our destinations overview. Add 3–5 days for UAE packing and export, and 2–4 working days for Norwegian Customs clearance. Road delivery to Oslo is same day or next from the port; Stavanger is 3–4 hours from Bergen; Trondheim approximately 7 hours from Oslo. Tromsø and northern Norway require additional transit time. Air freight via Oslo Gardermoen is available for urgent shipments.
Is Norway in the EU? Does the EU customs exemption apply?
Norway is not an EU member state. It is a member of the European Economic Area (EEA) and the Schengen Area, but it operates its own customs regime under Tolletaten. The EU Regulation 1186/2009 removal goods exemption does not apply to Norway. The correct declaration for moving goods to Norway is Toll 03-1. Norwegian VAT is 25% — one of the highest in Europe. Fusion prepares Toll 03-1 documentation as standard on every Dubai to Norway move.
What is the Toll 03-1 form?
Toll 03-1 is the Norwegian Customs declaration for moving goods (Deklarasjon for inn- eller utføring av flyttegods). It is used to apply for exemption from Norwegian customs duty and VAT (25%) on qualifying used household goods and personal effects when transferring residence to Norway. Fusion prepares the Toll 03-1 and supporting documentation — including the itemised inventory, proof of UAE residence, and proof of Norwegian address — as standard on every Dubai to Norway move.
What is a D-number and why do I need it?
A D-number is a temporary Norwegian identification number issued to foreign nationals who are not yet permanently registered in the Folkeregisteret (Norwegian Population Register). Norwegian Customs requires a D-number or fødselsnummer for processing customs declarations. Fusion advises on obtaining a D-number at survey stage. Once you register with the Folkeregisteret and establish permanent residence, your permanent fødselsnummer is issued, which is required for banking, fastlege (GP) registration, and driving licence.
Is it worth importing my car to Norway?
It depends on the car and your circumstances. We check Norway’s current import, duty and registration rules for your specific vehicle at survey and give you an honest ship-or-sell view before you commit. Fusion ships cars by RoRo where the route offers it, or in a container, and handles the UAE export paperwork. See our Automobile Relocation page.
Can I move my pets from Dubai to Norway?
Yes. Norway is EEA but not EU. Dogs and cats entering from the UAE require: ISO microchip, rabies vaccination, a blood titre test performed at an approved laboratory (minimum 30 days after vaccination, with results meeting EU-standard thresholds), internal and external parasite treatment, and a health certificate. The titre test timeline means pet preparation for a Norway move should begin at least 3–4 months before your planned departure. See our Pet Relocation page.
What items are prohibited or restricted in Norway?
Norway prohibits: controlled drugs, certain firearms (Norwegian våpentillatelse permit required), CITES-regulated items, counterfeit goods, and certain food products from outside the EEA. Alcohol is strictly controlled — personal import allowances are among the lowest in Europe. Live plants and soil require phytosanitary certificates. Fusion screens every inventory against Norwegian Customs guidelines before packing.
Which Norwegian port does my shipment arrive at?
For Oslo and central / eastern Norway, cargo arrives at Drammen port (the container terminal serving Oslo). For Bergen and western Norway destinations including Stavanger, Bergen port is often the most efficient entry point. Fusion selects the optimal port routing at survey stage based on your Norwegian delivery address. Moving to Norway? You May Also Need
