What is transfer-of-residence?
In South Africa it is rebate item 407.06 for household effects: the customs relief that lets you bring your used household goods in without paying customs duty or VAT. It has to be claimed correctly, with the right paperwork, and we handle the whole claim as standard on every move to South Africa.
Conditions for rebate 407.06
- You are changing your residence to South Africa — as an immigrant, or as a returning resident after an absence of 6 months or more.
- The household furniture and effects are your own property, imported for your own use.
- Nothing is sold or disposed of within 6 months of the date of entry.
- Equipment for your own trade or profession is included; industrial, commercial or agricultural plant is not.

Importing Household Goods to South Africa — Duty-Free for Qualifying Residents
South Africa’s customs is administered by SARS (South African Revenue Service). The removal goods relief is rebate item 407.06, which covers household furniture and effects imported by immigrants and by returning residents after an absence of 6 months or more. Without it, customs duty and VAT are assessed on the goods — which is what makes the relief valuable. SARS documentation standards are high, and incomplete paperwork is the most common cause of delays and unexpected duty assessments on this route.

SARS Rebate Item 407.06 — Removal Goods Relief
Rebate item 407.06 in Schedule 4 of the South African customs tariff relieves customs duty — and, SARS confirms, VAT — on household furniture and effects imported for your own use when you change your residence to South Africa, as (a) an immigrant or (b) a returning resident who has been away for 6 months or more. The goods must not be disposed of within 6 months of entry.

The declaration you sign for this relief (form DA 304) states that the goods were yours before you left for South Africa and are not intended for sale, and commits you to pay the duty on anything sold or disposed of within six months of entry.
- Goods you owned before leaving for South Africa — declared on form DA 304
- Nothing intended for sale — duty is payable on anything sold or disposed of within 6 months of entry
- Motor vehicles, alcoholic beverages and tobacco — excluded from this relief
- Industrial, commercial or agricultural plant — excluded; equipment for your own trade or profession is included

Returning South African Nationals — Specific Requirements
Returning South African nationals (citizens or permanent residents returning after living abroad) are the most common client profile on this route. For rebate 407.06 to apply, returning residents must have been away from South Africa for 6 months or more. SARS requires evidence of the period of foreign residence — the UAE residence visa with entry and exit stamps is the primary document. Vehicles to South Africa

Pets to South Africa
South Africa requires: ISO microchip, valid rabies vaccination, internal and external parasite treatment, and a health certificate issued by an officially authorised UAE government veterinarian within 10 days of travel. Dogs must also have a valid rabies titre test from an approved laboratory. Some dog breeds are subject to breed-specific import restrictions. No quarantine is required for pets meeting all requirements, but documentation must be precisely correct as DAFF (Department of Agriculture, Forestry and Fisheries) inspects all incoming animals at the port of entry.
