What is transfer-of-residence?

ToR is the destination customs relief that lets you bring your used household goods into Malaysia without paying 20% import VAT or duty — worth thousands on a typical shipment. It has to be applied for correctly and approved before your goods arrive. We handle the whole application as standard on every Malaysia move.

You qualify if

  • You're transferring your normal residence to Malaysia
  • You've lived outside Malaysia for 12+ continuous months
  • Your goods were owned & used for 6+ months
  • Your relief application is approved before the goods arrive

Timing matters most

Your relief application must be approved before the vessel docks — destination customs takes Transit time confirmed with your quote. Arrive without a reference number and full VAT and duty are assessed. We track the vessel and time the submission so approval is ready at port.

ToR does not cover

  • Motor vehicles — separate import process
  • New or unused goods bought for the move
  • Alcohol & tobacco products
  • Commercial goods or business assets

Importing Household Goods to Malaysia — Duty & SST Exemption for Qualifying Residents

Malaysian customs is administered by the Royal Malaysian Customs Department (RMCD / Jabatan Kastam Diraja Malaysia). Used personal effects and household goods entering with a transferring resident are eligible for import duty and Sales and Service Tax (SST) exemption under Malaysia’s personal effects relief. The MM2H programme has specific customs provisions for approved participants. Malaysia’s strict prohibited goods list — particularly regarding religious publications, politically sensitive material, and certain media — requires careful pre-shipment inventory screening.

RMCD Personal Effects Relief — Duty and SST Exemption

Used personal effects and household goods belonging to a person who is transferring their place of residence to Malaysia may be imported free of Malaysian customs duty and Sales and Service Tax (SST) subject to RMCD approval. The key conditions are:

  • The owner must be transferring their place of residence to Malaysia
  • Goods must be used personal effects and household items — not new or commercially packaged goods
  • The owner should arrive in Malaysia before or concurrently with the goods — or within a reasonable period
  • Goods must not be sold or transferred within a specified period after importation
  • A complete itemised packing list must accompany the shipment declaration

MM2H (Malaysia My Second Home) — Customs Provisions

The MM2H programme grants qualifying foreign nationals a long-term renewable residency visa (currently 5–10 years depending on the MM2H tier). Approved MM2H participants enjoy specific customs provisions:

  • One motor vehicle may be imported duty-free or purchased locally duty-free (subject to MM2H conditions and RMCD approval — conditions have changed in recent programme revisions, Fusion advises current rules at survey stage)
  • Household goods and personal effects imported within the MM2H framework qualify for duty and SST exemption
  • MM2H participants must produce their official MM2H approval letter (from the Malaysia Tourism Promotion Board / Ministry of Tourism, Arts and Culture) to RMCD at the time of customs clearance

Paperwork and arrival admin

Required Documentation

  • RMCD personal effects declaration — completed and signed
  • Complete itemised packing list — descriptions and estimated values
  • Passport copy and Malaysian visa / residency documentation
  • Employment pass, MM2H approval letter, or other residency permit
  • Proof of UAE residence (former address) — UAE residence visa, Emirates ID
  • Bill of Lading

MyKad / MyPR — Malaysian Identification

Malaysian permanent residents receive a MyPR card (Kad Pengenalan Pemastautin Tetap). Citizens hold the MyKad (Kad Pengenalan Malaysia). MM2H participants hold their MM2H visa in their passport — not a separate ID card. The MyKad / MyPR is required for: opening a Malaysian bank account, accessing government services, healthcare, and many daily transactions. For corporate employment pass holders, the employment pass serves as the primary residency document. Malaysia’s Prohibited and Restricted Goods List — Specific Attention Required

Malaysia has a detailed prohibited and restricted goods list that includes categories that are less common in other countries’ prohibitions. Notable categories requiring specific attention for personal effects shipments:

  • Publications and printed material — certain books, magazines, and printed material are prohibited or require Ministry of Home Affairs (KDN) approval. This includes material considered politically sensitive or contrary to Malaysian law
  • Religious publications — non-Muslim religious texts in Malay language require specific KDN approval
  • Alcohol — personal import is subject to strict limits; importation above permitted quantities attracts significant duty and is subject to confiscation
  • Electronic cigarettes and vaping devices — subject to Malaysian regulations; declaration required
  • Firearms and weapons — strict licence requirements; no personal import without prior Malaysian authorisation
  • Pork products — not prohibited for non-Muslims but declaration is required

Vehicles and pets

Vehicles to Malaysia

Vehicle importation to Malaysia is tightly regulated. Malaysia’s Approved Permits (APs) system controls vehicle imports — only companies holding APs may import vehicles commercially, and personal import APs are extremely limited. Exceptions exist for MM2H participants (one vehicle duty-free under programme conditions, subject to current MM2H rules) and returning Malaysians in certain circumstances. Pets to Malaysia

Malaysia requires: ISO microchip, valid rabies vaccination, internal and external parasite treatment, and a health certificate from an officially authorised UAE government veterinarian within 7 days of travel. All pets must be licensed through the Malaysian Department of Veterinary Services (DVS / Jabatan Perkhidmatan Veterinar). Some breeds are prohibited.   • Goods lift booking — most condominiums require advance booking with building management; peak booking periods fill quickly
  • Loading bay access — removal vehicles must use designated loading bays; access permits required in some developments
  • Move-in fees — some condo management charge a refundable deposit for removal moves
  • Timing restrictions — some buildings restrict moves to weekdays during business hours
