Toll 03-1 — The Norwegian Moving Goods Declaration

Norway administers its own customs regime through Tolletaten (Norwegian Customs). Unlike EU member states, Norway does not apply EU Regulation 1186/2009. Instead, household goods are imported under form Toll 03-1 — the Norwegian Declaration for Moving Goods — which applies for exemption from Norwegian customs duty and VAT (25%) on qualifying used personal effects and household goods.

  • You must be transferring your normal residence to Norway (from outside the EEA)

Folkeregisteret — Norwegian Population Register

All new residents in Norway must register with the Folkeregisteret (Norwegian National Population Register) administered by Skatteetaten (the Norwegian Tax Administration). Dogs and cats entering from the UAE must comply with Norwegian Food Safety Authority (Mattilsynet) requirements: ISO microchip, valid rabies vaccination, a blood titre test at an approved laboratory, and a health certificate. The titre test must be performed at least 30 days after vaccination and results must meet EU standards even though Norway is not an EU member.
