Getting the Certificat de Changement de Résidence right is the difference between duty-free entry and a full TVA reassessment on your shipment.

Certificat de Changement de Résidence (CCR) — The Key Document

The CCR is the French Douanes declaration that establishes your eligibility for the Transfert de Résidence exemption under EU Regulation 1186/2009. It must be submitted to the Douanes before or at the time of importation — not after. Late submission means the exemption cannot be applied retroactively and TVA (20%) will be assessed on the full declared value of your shipment.

Eligibility Requirements

  • You must be transferring your normal place of residence from outside the EU to France
  • You must have lived outside the EU continuously for at least 12 months immediately before the move
  • Goods must have been owned and used by you personally for at least 6 months before the move

French Customs for Returning French Nationals

Returning French nationals must also provide proof of their UAE residence period — typically a UAE residence visa, employer letter, and bank statements. Vehicles — Certificat de Conformité Européenne Required

Vehicles imported into France must hold a Certificat de Conformité Européenne (COC) issued by the original manufacturer. Most UAE-specification vehicles do not hold a COC and require individual type approval (réception à titre isolé) — a costly and time-consuming process.
