Transfer of Residence (ToR) relief is an HMRC concession that allows individuals relocating their normal residence to the UK to import their personal belongings — furniture, household goods, personal effects — free of UK import VAT (20%) and customs duty. For a typical Dubai to UK household shipment, this relief can be worth thousands of pounds.
Eligibility Requirements
- You must be transferring your normal place of residence to the UK
- You must have lived outside the UK for a continuous period of at least 12 months
- The goods must have been owned and used by you for at least 6 months before the move
- The goods must not be sold, lent, or used as security within 12 months of importation
- You must apply using the ToR01 online form before your goods arrive in the UK
Critical Timing
Your ToR01 application must be submitted and approved before your goods arrive at the UK port. If You Do Not Qualify for ToR Relief
If you have been outside the UK for less than 12 months, or if your goods do not meet the ownership/use requirements, standard UK import VAT (20%) and any applicable customs duty will apply. We calculate the estimated duty liability as part of your quotation so there are no surprises.
