Malaysian customs is administered by the Royal Malaysian Customs Department (RMCD / Jabatan Kastam Diraja Malaysia). Used personal effects and household goods entering with a transferring resident are eligible for import duty and Sales and Service Tax (SST) exemption under Malaysia’s personal effects relief. The MM2H programme has specific customs provisions for approved participants. Malaysia’s strict prohibited goods list — particularly regarding religious publications, politically sensitive material, and certain media — requires careful pre-shipment inventory screening.
RMCD Personal Effects Relief — Duty and SST Exemption
Used personal effects and household goods belonging to a person who is transferring their place of residence to Malaysia may be imported free of Malaysian customs duty and Sales and Service Tax (SST) subject to RMCD approval. The key conditions are:
- The owner must be transferring their place of residence to Malaysia
- Goods must be used personal effects and household items — not new or commercially packaged goods
- The owner should arrive in Malaysia before or concurrently with the goods — or within a reasonable period
- Goods must not be sold or transferred within a specified period after importation
- A complete itemised packing list must accompany the shipment declaration

Malaysian permanent residents receive a MyPR card (Kad Pengenalan Pemastautin Tetap). Citizens hold the MyKad (Kad Pengenalan Malaysia). MM2H participants hold their MM2H visa in their passport — not a separate ID card. The MyKad / MyPR is required for: opening a Malaysian bank account, accessing government services, healthcare, and many daily transactions. For corporate employment pass holders, the employment pass serves as the primary residency document. Malaysia’s Prohibited and Restricted Goods List — Specific Attention Required
Malaysia has a detailed prohibited and restricted goods list that includes categories that are less common in other countries’ prohibitions. Notable categories requiring specific attention for personal effects shipments:
- Publications and printed material — certain books, magazines, and printed material are prohibited or require Ministry of Home Affairs (KDN) approval. This includes material considered politically sensitive or contrary to Malaysian law
- Religious publications — non-Muslim religious texts in Malay language require specific KDN approval
- Alcohol — personal import is subject to strict limits; importation above permitted quantities attracts significant duty and is subject to confiscation
- Electronic cigarettes and vaping devices — subject to Malaysian regulations; declaration required
- Firearms and weapons — strict licence requirements; no personal import without prior Malaysian authorisation
- Pork products — not prohibited for non-Muslims but declaration is required

Vehicles to Malaysia
Vehicle importation to Malaysia is tightly regulated. Malaysia’s Approved Permits (APs) system controls vehicle imports — only companies holding APs may import vehicles commercially, and personal import APs are extremely limited. Exceptions exist for MM2H participants (one vehicle duty-free under programme conditions, subject to current MM2H rules) and returning Malaysians in certain circumstances. Pets to Malaysia
Malaysia requires: ISO microchip, valid rabies vaccination, internal and external parasite treatment, and a health certificate from an officially authorised UAE government veterinarian within 7 days of travel. All pets must be licensed through the Malaysian Department of Veterinary Services (DVS / Jabatan Perkhidmatan Veterinar). Some breeds are prohibited. 04 UAE Export Clearance
UAE export declaration, packing list, commercial invoice, and Bill of Lading managed in full. Your container is sealed and transported to Jebel Ali Port. The Bill of Lading names Port Klang or Penang Port as the Malaysian arrival port based on your delivery destination.
05 Ocean Freight to Port Klang or Penang

07 Road Freight & Mont Kiara / Condo Coordination
From Port Klang, your goods are transported to your delivery address. KL city and Mont Kiara: same day or next day. Penang from Penang Port: same day.
