The CCR Exemption — Importing Household Goods to France Free of TVA & Duty
France is an EU member state. All household goods entering from the UAE must clear French Douanes at the port of entry. The Transfert de Résidence (TR) exemption eliminates TVA (20%) and customs duty on qualifying used household effects. Getting the Certificat de Changement de Résidence right is the difference between duty-free entry and a full TVA reassessment on your shipment.
Certificat de Changement de Résidence (CCR) — The Key Document
The CCR is the French Douanes declaration that establishes your eligibility for the Transfert de Résidence exemption under EU Regulation 1186/2009. It must be submitted to the Douanes before or at the time of importation — not after. Late submission means the exemption cannot be applied retroactively and TVA (20%) will be assessed on the full declared value of your shipment.
Eligibility Requirements
- You must be transferring your normal place of residence from outside the EU to France
- You must have lived outside the EU continuously for at least 12 months immediately before the move
- Goods must have been owned and used by you personally for at least 6 months before the move
- Goods must not be sold, lent, pledged, or hired out for 12 months after importation
- The CCR must be submitted before or at the time the goods arrive at the French port

French Customs for Returning French Nationals
French nationals returning from the UAE after working abroad qualify for the same Transfert de Résidence exemption as non-French residents, provided the 12-month continuous residence outside the EU condition is met. Returning French nationals must also provide proof of their UAE residence period — typically a UAE residence visa, employer letter, and bank statements. Vehicles — Certificat de Conformité Européenne Required
Vehicles imported into France must hold a Certificat de Conformité Européenne (COC) issued by the original manufacturer. Most UAE-specification vehicles do not hold a COC and require individual type approval (réception à titre isolé) — a costly and time-consuming process. Pets to France
France is an EU member state. Dogs and cats entering from the UAE must comply with EU pet import regulations: ISO-standard microchipping, valid anti-rabies vaccination, and an EU-format health certificate (certificat sanitaire) issued by an officially authorised UAE veterinarian.
