Canada’s customs regime for household goods is managed by the Canada Border Services Agency (CBSA). Getting your BSF186 right determines whether you pay zero duty or face a reassessment on your entire shipment. This is what every person moving from Dubai to Canada needs to understand.

BSF186 — Personal Effects Accounting Document

The BSF186 is the CBSA form that establishes your eligibility to import personal and household effects duty-free under Tariff Item 9807.00.00. It must list every item in your shipment that you owned before arriving in Canada — and must be presented at your first point of entry into Canada, not at the port of destination. This is a critical timing requirement that most people get wrong.

Key Eligibility Requirements

  • You must be a settler arriving in Canada for the first time, or a Canadian resident returning after 12+ months abroad
  • Goods must have been owned and used by you for at least 6 months before your arrival date in Canada
  • You must have possessed and used the goods before your return or immigration to Canada
  • Goods must be imported within 12 months of your first arrival in Canada
  • New or unused goods purchased before departure do not qualify and attract full duty and GST/HST

The “Goods to Follow” List — Critical

When you enter Canada, you must declare your household goods — even if they have not yet shipped — on a Goods to Follow list as part of your BSF186. If you fail to declare goods on this list at your first point of entry, they will not qualify for duty-free entry when they arrive by sea — even if you are otherwise eligible. GST/HST on Imported Goods

Even when duty-free entry applies, GST (5%) and provincial HST may be applicable depending on the province of destination. Ontario arrivals face 13% HST; British Columbia 12%; Alberta has no provincial component (5% GST only). Motor Vehicles
