The Hausrat (household goods) exemption is Germany’s implementation of EU Regulation 1186/2009, which allows individuals transferring their normal place of residence from outside the EU to an EU member state to import qualifying household goods free of import duty and VAT. In Germany, this means exemption from Zoll (customs duty) and Mehrwertsteuer (MwSt, 19%).
The process is managed by Zollverwaltung — German Customs. A Umzugsgut (removal goods) declaration must be submitted to Zoll before or at the time of import. Hamburg and Bremen are the primary container ports for Dubai to Germany sea freight. Hausrat Eligibility Requirements
Six Conditions for the Zollverwaltung Hausrat Exemption
All six conditions below must be met. Failure on any one means full German MwSt (19%) and Zoll (customs duty) applies to the entire shipment. Fusion assesses eligibility at survey stage.
You Must Be Transferring Your Normal Place of Residence to Germany
The Hausrat exemption applies only to individuals transferring their normal place of residence (gewöhnlicher Wohnsitz) from outside the EU to Germany. Holiday homes, investment properties, and temporary postings do not qualify. Your normal place of residence must genuinely be moving to Germany.
12 Months’ Continuous Residence Outside the EU
You must have lived outside the EU continuously for at least 12 months immediately before your move to Germany. Brief EU visits during this period do not break continuity, but taking up EU residence (even temporarily) does. UAE residence visa records are typically sufficient proof of continuous non-EU residence.
Goods Must Have Been Owned and in Personal Use for 6+ Months
Every item claimed under the Hausrat exemption must have been owned by you personally and in your normal personal use for at least 6 months before import. New items purchased specifically for Germany — including new furniture, appliances, or electronics — do not qualify and attract full 19% MwSt. Fusion screens every inventory before the Umzugsgut declaration is prepared.
Declaration Must Be Submitted Before or At Time of Import
The Umzugsgut declaration must be submitted to Zoll before or at the time your goods arrive at the German port. Submitting after arrival forfeits the exemption. Fusion submits the Umzugsgut declaration through our licensed Zollspediteur before goods leave Jebel Ali.
Goods Cannot Be Sold, Lent, or Hired for 12 Months After Import
EU Regulation 1186/2009 requires that goods imported under the removal goods exemption are not sold, lent, or hired out for 12 months after the date of import. Breaching this triggers retroactive MwSt and duty charges.
German Address Required at Time of Declaration
The Umzugsgut declaration requires a confirmed German address. If your German property purchase has not completed or your Mietvertrag (tenancy agreement) has not started, Fusion advises on the best approach — including using a provisional address if appropriate.

Umzugsgut Declaration — Zollerklärung
The core document: a declaration to Zollverwaltung confirming you are relocating your normal place of residence to Germany from outside the EU, that goods qualify under EU Regulation 1186/2009, and that you meet all eligibility conditions. Itemised Inventory (Umzugsgutliste)
A complete, itemised list of all goods being imported — in German or English — with descriptions, quantities, and estimated values. Generic descriptions are rejected by Zoll. Fusion's packing team compiles the inventory during packing and formats it to Zollverwaltung standards.
Proof of Prior Non-EU Residency (12+ Months)
Documentary evidence of 12+ months' continuous residence outside the EU: UAE residence visa, UAE Emirates ID, employer letter on company letterhead confirming UAE employment period, UAE tenancy agreement, UAE utility bills, or UAE bank statements showing UAE address. Multiple document types are used to establish a clear record.
Proof of New German Address
Zoll requires confirmation of your German delivery address: signed Mietvertrag (tenancy agreement), Kaufvertrag (purchase contract) completion confirmation, or a notarised address declaration. Fusion advises on the most suitable documentation for your specific situation.
Bill of Lading
The Bill of Lading (Konnossement) must match the Umzugsgut declaration and the Umzugsgutliste exactly. Fusion ensures all shipping documents are consistent before submission.
Marine Insurance Certificate

German Port Clearance Process
What Happens at Hamburg or Bremen
Hamburg (Hamburger Hafen) is Germany’s largest container port and the primary gateway for Dubai to Germany sea freight. Bremen (Bremerhaven) is the secondary option. Zollverwaltung clearance at both ports operates through the ATLAS electronic customs system.
Zollverwaltung Customs Clearance
Fusion's licensed Zollspediteur submits the Umzugsgut declaration electronically through ATLAS (Automatisiertes Tarif- und Lokales Zollabwicklungssystem) before vessel arrival. Zoll reviews the declaration and typically issues electronic release for correctly prepared Umzugsgut entries within 2–5 working days. Physical examination is less common for personal effects than for commercial cargo but does occur.
Physical Examination (Beschau)
If Zoll selects a shipment for physical examination (Beschau), the container is examined at the port. Items not on the inventory, items appearing new or commercially packed, or items raising biosecurity concerns are assessed separately. Examination adds 3–7 working days. Port examination charges (typically EUR 300–600) are paid by the importer.
Anmeldung zur Ansiedlung — Registration in Germany
Within 14 days of moving into your new German home, you must register your address with the local Einwohnermeldeamt (residents' registration office) — this is called the Anmeldung. The Anmeldebescheinigung (registration certificate) you receive is a critical document for: opening a German bank account, registering with the Finanzamt (tax office), accessing Krankenversicherung (health insurance), and most daily administrative processes in Germany. Steueridentifikationsnummer — German Tax ID
Your Steueridentifikationsnummer (Steuer-ID) is issued automatically by the Bundeszentralamt für Steuern after your Anmeldung is processed — typically 2–4 weeks after registration. This number is required for all employment, banking, and tax purposes in Germany. Without it, your employer is legally required to withhold tax at the highest rate. What Cannot Enter Germany or Requires Special Permits

Restricted — Permit Required
Firearms and weapons (German Waffengesetz — strict licensing required). Medications above personal use quantities. CITES-regulated items (ivory, certain skins, coral — EU CITES regulations apply). Certain food products from outside the EU (phytosanitary or veterinary certificates may be required). Radio communication equipment. Live plants (phytosanitary certificate).
Motor Vehicles — CoC Certificate Required
Vehicles may be included in the Hausrat exemption if they have been owned and in personal use for 6+ months outside the EU. However, all vehicles entering Germany must have a valid EU Certificate of Conformity (CoC) or be individually type-approved (Einzelbetriebserlaubnis). UAE-spec vehicles typically require modifications to meet German/EU safety and emissions standards. KFZ (Kraftfahrzeug) registration at the Straßenverkehrsamt is then required. German Kfz-Steuer (vehicle tax) and mandatory liability insurance (Kfz-Haftpflichtversicherung) must be arranged before first use on German roads.
CITES & Animal Products

Alcohol & Tobacco
Personal use quantities are generally permitted. Commercial quantities attract full MwSt and German excise duty (Verbrauchsteuer) regardless of Hausrat status. Significant alcohol collections should be discussed with Fusion at survey stage.
Pets — EU Pet Passport or EU Health Certificate
Germany is an EU member state. Dogs and cats from the UAE require: ISO-standard microchip, valid rabies vaccination, and an EU-format animal health certificate (EU AHC) from an officially authorised UAE government veterinarian within 10 days of travel. Dogs from the UAE are not subject to the blood titre test requirement (which applies for dogs from certain other countries). No quarantine for pets meeting EU requirements. Submitting the Umzugsgut Declaration After Arrival
The most expensive mistake. Zoll requires the Umzugsgut declaration before or at the time of import. Submitting after goods arrive at Hamburg or Bremen means full 19% MwSt is assessed on the entire shipment. Including New or Unused Items in the Hausrat Declaration
New items — purchased in Dubai specifically for the German home, still in original packaging, or purchased within 6 months of the move — do not qualify under EU Reg. 1186/2009. Including them in the Umzugsgut declaration constitutes a false declaration to Zoll and risks rejection of the entire exemption claim. Missing the Anmeldung Deadline
Not a customs issue but critically important: German law requires Anmeldung (address registration) within 14 days of moving into your new German address. Missing this deadline is a Ordnungswidrigkeit (regulatory offence) and can complicate obtaining your Steuer-ID, opening a bank account, and registering with the health insurance system. No Confirmed German Address at Time of Submission
The Umzugsgut declaration requires a confirmed German delivery address. If your property completion or Mietvertrag start date is delayed, the declaration cannot be finalised without a workaround. Hausrat in More Complex Situations
The scenarios below arise in a minority of Dubai to Germany moves but require specific handling.
Returning German Nationals
German nationals who have been resident outside the EU and are returning to Germany as their normal place of residence fully qualify for the Hausrat exemption. The 12-month continuous non-EU residency requirement is the key criterion. German nationals returning from the UAE are among the most common Hausrat applicants Fusion handles.
Corporate Relocations — EU-Specific Rules
The Umzugsgut declaration must be in the name of the individual relocating. However, employer documentation confirming the non-EU posting, the German assignment, and the individual's UAE employment period is important supporting evidence. EU Citizens Moving FROM Another EU Country
The Hausrat exemption under EU Reg. 1186/2009 specifically covers moves from OUTSIDE the EU to an EU member state. If you are an EU citizen moving from one EU country to another (e.g., from France to Germany), the exemption does not apply — there are no customs duties on intra-EU moves anyway, as Germany is part of the EU Single Market.
